# Governing closer to the fact

Governance is how a group binds itself: who may tax, who may punish, who may license, who may speak for the whole. Decentralizing it means moving some of those capacities closer to the people and facts they affect — municipalities, provinces, professional bodies, treaty organs — instead of leaving every question with a single capital.

**The internet did not invent this problem.** Federal constitutions, municipal charters, and subsidiarity are older than packet switching. Protocol “governance” is a late, narrower case.

## Why move the decision down

Local officers usually know the road, the school, the river, and the faction better than a distant ministry. Variation lets neighboring jurisdictions try different rules. Exit is a check that a monopoly capital does not feel. This desk will not invent a poll that “most people want” this.

## Why some decisions stay up

A locality can be a tyranny for people who cannot leave. Common rights are often placed above local majorities for that reason. Externalities travel. Treaty-level rules: [foreigndiplomacy.org](https://foreigndiplomacy.org). War and occupation: cite [armedconflicts.org](https://armedconflicts.org).

## Constitutions, not vibes

A written allocation of powers records which capacity is local. Courts, second chambers, and amendment rules are the process for changing that allocation. Informal “community governance” with no appeal is another concentrated office with friendlier language.

The same test as [power](https://whydecentralize.org/articles/power/): can one party quietly rewrite standing? If a DAO, a trust-and-safety team, or a party committee can, “decentralized” is decoration.
